I can confirm the PC that it does not work on is a Win 7 64 bit with IE11 installed.  This also rings true for the PC that it DOES work on, its also a Win 7 64 bit with IE11 installed.  I can add a Rich Text item and I can not add text to it, the actions still do not become available, there are still no puzzle pieces to set actions to the object. I have attached the error log files for you to examine.
