Is there a built in button function for adding tooltip text?

There is not. You can build your own with a text object, and a pair of rollover > show and rollout > hide actions. If you have a ton of them, there are some clever ways of using tags to make this more efficient, but we'd need to see your use case to determine if it's worth the set up.
